HHSC is postponing the Electronic Visit Verification Required Free Text Reviews for the Consumer Directed Services option starting with dates of service Jan. 1, 2022, until further notice.
HHSC will publish a notice 90 days before the effective date when EVV Required Free Text Reviews will begin.
Financial Management Services Agencies (FMSAs) are responsible for ensuring required free text is documented after a visit has been confirmed in an Electronic Visit Verification (EVV) system for Consumer Directed Services (CDS) employers. FMSAs have provided feedback and concerns that the EVV vendor systems do not provide an efficient way to comply with and monitor this requirement.
As a result of the FMSAs’ feedback and concerns, HHSC has decided to postpone the EVV Required Free Text Reviews for the CDS option until further notice. HHSC is also publishing a similar notice on the EVV webpage.
HHSC will publish a notice on the EVV webpage and an MCO notice 90 days before EVV Required Free Text Reviews will begin.
Financial Management Services Agencies and CDS employers:
- Must continue using EVV, including entering required free text.
- Should review the EVV Reason Code and Required Free Text Reports found in the EVV Portal as a tool to monitor compliance.

MCOs must not perform EVV Required Free Text Reviews for the CDS Option until notified by HHSC.
