In accordance with House Bill 3940 (89th Legislature, Regular Session), effective January 1, 2026, Providers are required to distribute updated information regarding Newborn Medicaid Coverage to the parent or caregiver of a newborn child.

Key Details:

Newborns are automatically eligible for Medicaid coverage. Providers may submit claims using the mother’s Medicaid ID number until the newborn is assigned a separate Medicaid ID.

Providers must document the distribution of the Newborn Medicaid Coverage Notice and retain that documentation for at least five (5) years.

The Information for Parents of Newborns booklet and A Parent’s Guide to Raising Healthy, Happy Children have been updated to include details about Medicaid benefits for newborns, eligibility requirements, the application process, and how to report a child’s birth for enrollment. These resources are available on the Maternal and Child Health Publications page of the Texas Department of State Health Services (DSHS) website.
